对于第一个问题：
在tomato beef noodles中 ，tomato和 beef 作为定语修饰noodles，即番茄牛肉面；在beef and tomato noodles中，beef 和tomato noodles是并列关系，tomato修饰noodles,即牛肉和番茄面。
对于第二个问题：
